Click on Anuncis forum.

Click on Add discussion topic button.

Fill in the Subject and Message fields. If you want you can also attach a file into the Attachment field (you will need to click the Advanced link).

When finished, click on Post to forum button.

NOTE: You will have 30 minutes to modify the message text before it is published and the corresponding email is sent.
